Jobs: Radio Planning Engineer Department :Network Group City :Tehran Job Vacancy : Radio Planning Engineer Priority Men/Woman :Men/Women Mission:To provide plan of the IRANCELL RAN network at regional level so as to achieve a network which:  • matches the competitors’ in coverage  • meets all the license conditions for radio network coverage and capacity • has enough capacity to support the subscriber base as per the running business plan • can support current & future services such as GPRS, EDGE, UMTS,HSPA,WiFi and LTE • is implemented within time and budget Task Complexity:• Contribute in Preparing annual site plan and plans for events. • Support radio network rollout strategy that meets Irancell’s objectives. • Following customer coverage complains and adjust plan where it is applicable. • Provide Cell/Abis/Iub/S1 upgrade capacity list and following implementation from CPG. • Battery backup plan for new sites, modernization and upgrade capacity plan. • Attending in tender running and evaluation for network radio changes. • CR preparation and checking BoQ and completion for new plan. • Providing input for transmission and core for their planning jobs and support Radio Optimization team. • Keeping Radio planning tool updated. • Help maintain a “sliding window” of 3 year build plan. • Provide support to material planning w.r.t. procurement of radio network related equipment. • Ensure new RAN hardware complies with network evolution plan and is trialled before integration in the network. • Ensure that radio network implementation complies with current radio planning related business decisions/requirements. • Definition of city boundaries and capacities and providing Radio network capacity plan. • Bring new ideas/forward thinking to the site build value chain to increase overall productivity/efficiency. • Following with related teams on unfollowed site relocation and down sites when monitoring site KPIs or receiving customer coverage complains. Provide advice on relocations based on radio plans.  • Ensuring Irancell license commitment is met wherever related to radio planning job. • Approving/Rejecting PAT (Preliminary acceptance test), FAT (Final acceptance test) for sites, repeaters, IBS, Metro sites. • Providing repeater plan and following implementation for low coverage area. • Prepare USO plan and village coverage. • Radio planning KPI monitoring and following issues from vendors, contractors and suppliers as well as following radio planning related care and support issues with vendors and suppliers. • Engaging vendor solution team for presenting and applying new approaches and solution.  • Following for radio software and hardware trials to order new software and hardware according to advantages and result of trail. • Providing monthly reports regarding to new plan, plan implementation, challenges and solutions. • Working with Property & Implementation & warehouse staff to effectively address issues with site build process from radio perspective. • Ensuring about right physical data, used model tuning, parameters of sites in planning tool  • Capturing and updating all defined radio planning project in planning tool  • Ordering and following required radio software license and features with getting optimization team support and feedback.  • Keep tracking and updating license and feature utilization and compare delivered ones with contract especially for hardware licence. • RAN KPI monitoring of assigned region, network, BSC, RNC and coordinate interfaces with core to provide them with new radio plans when required. Education:BSc Electric/Electronic/ Telecommunication Engineering or equivalent. Exprience:2 years’ experience in RF planning. GSM experience is a prerequisite and 3G & 4G experience is preferred.
